According to your actual situation, please find below the procedure for applying for a residence permit :

First-time student (excluding Algerian nationality):

Online validation of the Long Stay Visa (VLS-TS) within 3 months following the date of arrival in France:  https://administration-etrangers-en-france.interieur.gouv.fr/particuliers/#/vls-ts/demarches/etape/numero-visa

First-time student (Algerian nationality) :

Online filing of the first application of a residence permit within 3 months following the date of arrival in France (https://administration-etrangers-en-france.interieur.gouv.fr/particuliers/#/espace-personnel/connexion-inscription).
Your visa number will be used to create your account.

Renewal (all nationalities) :

Online filing of the application of the residence permit renewal prior to the expiry date of the current residence permit (https://administration-etrangers-en-france.interieur.gouv.fr/particuliers/#/espace-personnel/connexion-inscription).
You will use your foreigner number to create your account (number starting with “99”).
We advise you to proceed as soon as possible to your registration at ULCO for 2021/2022 in order to gain time. In fact, university registration for the current year is a compulsory document.

If you live in the Dunkerque urban area:  this is the subprefecture of Dunkerque which will process your file and deliver the residence permit.
If you live in the Lille urban area:  this is the Prefecture of North, in Lille which will process your file and deliver the residence permit.
If you live in Pas-de-Calais:  this is the Prefecture of Pas-de-Calais, in Arras which will process your file and deliver the residence permit.
